Small privatization

Small-scale privatization includes enterprises and property, the value of which does not exceed UAH 250 mln. Such objects are sold exclusively through government’s electronic trading system Prozorro.Sale. Privatization is conducted publicly. Closed-door arrangements are excluded. Sales through Prozorro.Sale do not allow to restrict access to bidding or create artificial barriers. Anyone can participate in an auction or watch it online. Therefore, small-scale privatization has opened up new business opportunities to buy something freely and transparently from the state.

The main activity, according to the Charter, is manufacture of instruments and appliances for measuring, testing and navigation. The average number of employees as of 30.09.2024 was 1 person. In the period from 2009 to 2024, SOE “Machine-Building Plant Orizon” was at various stages of bankruptcy. By the decision of the Commercial Court of Cherkasy Oblast dated 03 April 2024 in case No. 10/2180, the bankruptcy proceedings against the company were closed. The company ceased its operations in 2012, does not carry out production activities aimed at producing main and by-products according to the relevant nomenclature, it is characterised by persistent insolvency, lack of profitability, and excessive depreciation of fixed assets. The company has no permits, licences or patents. The material assets of the state material reserve, including the mobilization reserve for SOE “Machine-Building Plant Orion”, are not accounted for on the balance sheet of the State Reserve, there is no debt. The balance sheet of SOE “Machine-Building Plant Orion” as of 30.09.2024 includes fixed assets (real estate) of buildings and structures with a total area of 45,531.2 sq.m located at the following addresses: 24/3b, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/3v, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/3, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/3a, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/16, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/12, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/11, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/2, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24/32, Mazura St., Smila town, Cherkasy Oblast, Cherkasy Rayon; 24g Rzhevska St., Kholodnianske village, Cherkasy Oblast, Cherkasy Rayon. According to the information provided by the Department of Civil Protection, Defence and Interaction with Law Enforcement Agencies of Cherkasy Regional State Administration, SOE “Machine-Building Plant Orion” accounts of 2 civil protection objects that are not subject to privatization. According to the information provided by the Regional Service Centre of the Main Service Centre of the Ministry of Internal Affairs in Vinnytsia, Cherkasy and Kirovohrad Oblasts, the company has a registered vehicle, namely: AZLK 2141, made in 1993, VIN – XTB214100P3700885, registration certificate RKS 308235 dated 05.11.2003, but this vehicle is not accounted for on the company’s balance sheet. According to the information provided by the Main Department of the State GeoCadastre of Ukraine in Cherkasy Oblast, no land plots were registered for the SOE “Machine-Building Plant Orizon” on the right of ownership or use within the town of Smila, Cherkasy Oblast, and the former Smila Rayon. There is 1 lease agreement for part of the real estate.
